George Chloupis

George Chloupis is an Assistant Professor of Criminal Law at the School of Law, European University of Cyprus. He holds a Doctoral diploma from the National and Kapodestrian University of Athens (2004) and has extensive research experience in transnational organized crime, cybercrime prevention, and criminal policy. His work bridges legal frameworks with practical enforcement strategies, focusing on international cooperation mechanisms and human rights considerations.

Research interests include transnational crime dynamics, cybercriminal behavior analysis, and the intersection of criminal law with human rights. Notable projects involve EU-funded initiatives like CC-DR1VER (2020–2021) and the Greek National Action Plan against crime (2018–2023). He has contributed to legal reforms through participation in U.N. Convention implementation committees and has advised government bodies on penitentiary code modifications.

Publications span over two decades, emphasizing organized crime conceptualization, cybercrime prevention strategies, and legal frameworks for addressing cross-border criminal networks. Active in policy-making, he served on the Ministry of Justice’s law-making committee for transnational crime legislation (2006–2009) and currently chairs research teams in criminology and cybersecurity.
