Dr. George Carter is a Senior Fellow and Deputy Head of the Department of Pacific Affairs at The Australian National University (ANU), where he also serves as Director of the ANU Pacific Institute. His research examines the intersection of international politics, security, and climate change, focusing on Pacific states and Small Island Developing States (SIDS) in multilateral climate negotiations, regionalism, and knowledge systems.
Research Interests: George's work centers on small states' agency in global decision-making, including climate diplomacy, foreign policy analysis, indigenous knowledge integration, and Pacific diaspora politics. His scholarship emphasizes bridging adaptation-finance gaps, promoting climate justice, and advancing gendered perspectives in international environmental law.
