Geoffrey McGovern serves as the Director of Intellectual Property, a Senior Political Scientist at RAND Corporation, and a Professor of Policy Analysis at the RAND School of Public Policy. He also holds a position as a Senior Lecturer at Carnegie Mellon University's Institute for Strategy and Technology. McGovern holds a Ph.D. in Political Science from Binghamton University and a J.D. from Harvard Law School.
His research focuses on civil justice systems, asbestos litigation, national defense, homeland security, and intellectual property. Notable projects include extensive studies of asbestos bankruptcy trusts, judicial resourcing, and IP considerations for homeland security. Prior to RAND, he was a Fulbright Fellow in Finland.
