Gary T. Henry is a Professor at the University of Delaware, holding dual affiliations in the School of Education and the Joseph R. Biden, Jr. School of Public Policy & Administration. His research focuses on education policy, educational evaluation, educator labor markets, and quantitative methods. He has secured over $31 million in research funding from organizations like the Institute of Education Sciences and the Spencer Foundation. Prior to UD, he held leadership roles at Vanderbilt University and the University of North Carolina, including directing policy institutes and holding distinguished professorships.
Henry earned his bachelor’s and master’s degrees from the University of Kentucky and a Ph.D. in Education from the University of Wisconsin. He has authored seminal works such as the 8th edition of Evaluation: A Systematic Approach, a core text in program evaluation. His awards include the AERA’s Most Outstanding Policy Report (2017), AEI’s Top 200 Edu-Scholar ranking (58th), and the Joseph S. Wholey Distinguished Scholarship Award.
His research explores school turnaround policies, teacher mobility, principal turnover, and policy impacts on educational equity. Key findings include analyses of Tennessee’s Achievement School District and studies on long-term effects of school reforms. Henry’s work bridges rigorous methodological frameworks with practical policy applications, emphasizing evidence-based solutions for improving educational systems.
