Fred Mear

Fred Mear is an Associate Professor at the Leicester Castle Business School, De Montfort University, where he contributes to research and teaching in public financial management and international accounting. His work spans multiple continents, with extensive involvement in EU technical assistance programs in countries such as Moldova, Russia, Belarus, Cuba, and Latvia.

His research interests include Public Financial Management reforms, public finance in developing and transitional economies, and international public sector accounting. He has published in English, Chinese, and French journals and is affiliated with the Centre for Research in Accountability, Governance and Sustainability (CRAGS).

Fred Mear has served as a consultant and speaker for international bodies including the EU, Dutch Foreign Office, Turkish Ministry of Finance, and Chinese Ministry of Finance. He has led training and policy advisory sessions on PFM law and reforms across applicant countries to the EU.
