Franklin C. Torres, Ph.D., serves as an Associate Professor in the School of Language, Education, and Culture at Gallaudet University, with a primary appointment in the Department of English. He concurrently holds the role of Faculty Administrator for Global Learning in the Office of International Affairs. Born in Peru to a Deaf family and a 2004 recipient of Gallaudet's Outstanding Young Alumnus Award, Torres specializes in bilingual education, Deaf Latino/a identities, and first-generation college student resilience. His research focuses on literacy experiences among Deaf Latino/a populations and systemic barriers faced by marginalized students.
Academically, he teaches courses such as 'Deaf Latine Identities, Topics, and Issues,' 'Bilingual Research Methods,' and foundational English language studies. He has developed interdisciplinary curricula addressing multicultural perspectives and global learning frameworks. Torres maintains active involvement in professional organizations including the Latino Deaf and Hard of Hearing Association of the DC Metro Area (serving as Treasurer), the Maryland School for the Deaf Board of Trustees, and the Gallaudet Faculty of Color Coalition.
His scholarly contributions include peer-reviewed publications on Deaf Latine resilience, multilingual family dynamics, and pedagogical strategies for Deaf students.
