Frank M. Russo serves as the Associate Director for Wastewater Initiatives at the Center for Clean Water Technology (CCWT) and is an Adjunct Professor in the Department of Civil Engineering at Stony Brook University’s School of Marine & Atmospheric Sciences. He oversees experimental nitrogen-removing biofilter installations and manages the CCWT’s Wastewater Research and Innovation Facility, where raw wastewater is used to enhance nitrogen removal systems.

With over 40 years of experience, Russo specializes in the design and construction of advanced water resource recovery systems, conveyance systems, and sludge treatment processes. His work focuses on improving onsite wastewater treatment technologies, particularly next-generation nitrogen-removing biofilters (NRBs). He has contributed to three provisional patents for NRB advancements.
Russo retired as Senior Vice President and Director of Wastewater Engineering at H2M architects + engineers after 26 years, where he established and expanded the firm’s wastewater division. He is a licensed professional engineer in New York and a licensed Wastewater Treatment Plant Operator with four decades of experience. He actively participates in the New York Water Environment Association.
