Franita Tolson

Franita Tolson serves as Dean and Carl Mason Franklin Chair in Law at the University of Southern California Gould School of Law, holding a courtesy faculty appointment in the Political Science and International Relations Department at USC Dornsife College of Letters, Arts and Sciences. Previously, she was interim dean (2023–present) and vice dean for faculty and academic affairs (2019–2022) at USC Gould.

Her research spans election law, constitutional law, legal history, and employment discrimination, with emphasis on partisan gerrymandering, political parties, the Elections Clause, Voting Rights Act, and Reconstruction Amendments. Tolson co-authored the leading casebook The Law of Democracy (6th ed., 2022) and has a forthcoming book In Congress We Trust?: Enforcing Voting Rights from the Founding to the Jim Crow Era (Cambridge University Press).

Her scholarly output demonstrates consistent focus on voting rights enforcement mechanisms, congressional authority under the Elections Clause, and constitutional interpretation of Reconstruction Amendments. Recent works analyze the Independent State Legislature doctrine, Section 5 of the Voting Rights Act, and historical foundations of suffrage.

Tolson actively engages with public discourse as a nationally recognized election law expert, contributing to The New York Times, Wall Street Journal, and Bloomberg Law. She has testified before Congress on voting rights, authored constitutional analysis for Senator Warren's voting rights amendment, served as election analyst for CNN (2020) and NBC (2024), and co-hosts the Free and Fair podcast with Ned Foley.

As academic leader, she oversees faculty development and institutional strategy at USC Gould while maintaining active scholarly production. Her administrative roles demonstrate commitment to advancing legal education and election law scholarship through interdisciplinary collaboration with political science departments.
