Dr. Francesca Pilo is an Assistant Professor in Planning at the Department of Human Geography and Spatial Planning, Utrecht University. She holds a PhD in Urban Planning from Université Paris Est and Fluminense Federal University (Brazil). Her research focuses on urban infrastructure governance, energy transitions, and citizenship in Latin America and the Caribbean, particularly in Rio de Janeiro and Kingston. She has held positions at Université Libre de Bruxelles, Université Paris Diderot, and the University of Amsterdam. Pilo’s work examines how infrastructures mediate citizen-state relations, addressing topics like urban services, informal urbanization, and the right to the city.
Her research interests include urban governance, infrastructure politics, and socio-technical approaches. She has received awards such as the KNAW Early Career Partnership (2022) and the FNRS post-doc fellowship (2018). Pilo teaches courses like Planning Theory, Urban Infrastructures, and Urban Geography. She supervises PhD students researching topics including health inequalities in Rio, energy transitions in Tanzania, and water infrastructure resilience in Ghana.
Key grants include a NWO-funded project on heat vulnerability in favelas (2025) and the 'Interfacing Infrastructures for a Sustainable Heating Transition' project (2020). Her work bridges academic and community insights, emphasizing equity and justice in urban development.
