Fernando Leal da Costa

Fernando Leal da Costa serves as a Visiting Associate Professor in Health Organization and Services Management at the National School of Public Health (ENSP), NOVA University Lisbon. Concurrently, he is a Senior Graduate Assistant in Hematology at the Lisbon Institute of Public Health (IPO), leading the Myeloma Clinic. His distinguished career includes governmental roles such as Portugal's Minister of Health (2015) and Deputy Secretary of State for Health (2011-2015).

Dr. Costa's research spans health technology assessment, clinical governance, and clinical safety, with a clinical focus on hematologic malignancies—particularly myeloma—and advanced therapies including high-dose chemotherapy and hematopoietic stem cell transplantation. His work bridges public health policy and clinical practice, addressing systemic challenges in healthcare delivery and sustainability.

Recent publications (2019-2023) highlight his expertise in health policy, with articles on healthcare sustainability in Portugal, medicines evaluation frameworks, and the role of legislation in quality improvement. Dr. Costa has held significant leadership roles including Director of the Hematology Service and Bone Marrow Transplant Unit at IPO, Chairman of the IPO Research Board and Ethics Committee, and current member of the INFARMED Drug Evaluation Committee. His clinical leadership continues through the Myeloma Clinic at IPO.
