Felicia Marcus is a prominent figure in water policy and environmental management, currently serving as the William C. Landreth Visiting Professor at Stanford University's Water in the West Program. She also contributes to the Water Policy Group, an international advisory network spanning six continents.

Marcus has held leadership roles in government, including Chair of the State Water Resources Control Board, Regional Administrator of the U.S. EPA Region IX, and Head of the Los Angeles Department of Public Works. Her work focused on water rights, quality, sustainability, and public engagement. In the non-profit sector, she served as Western Director for the Natural Resources Defense Council and EVP/COO of the Trust for Public Land.
