Faisal Shaheen serves as a Contract Lecturer in the Department of Politics & Public Administration at Toronto Metropolitan University, while concurrently holding a managerial position at the City of Toronto. His academic and professional trajectory bridges municipal governance, international development, and environmental sustainability with a regional focus on South Asia and the Global South.
His educational foundation includes a PhD and MA in Policy Studies/Public Policy from Ryerson University (now Toronto Metropolitan University), an MBA in Strategic Policy and Sustainability from York University, and a BSc in Biology and Environmental Science from the University of Toronto. This interdisciplinary background informs his research on urban informality, service delivery mechanisms, and environmental policy in rapidly urbanizing regions.
Dr. Shaheen's scholarly work reveals persistent engagement with South Asian urban challenges, particularly in Pakistan, Bangladesh, and India. His publications consistently examine state-nonstate interactions in service delivery, air/water pollution governance, trade-conflict linkages, and sustainable resource management. A distinctive pattern emerges in his advocacy for regional cooperation frameworks and standardized municipal planning approaches to address transboundary urban poverty and environmental degradation.
Professionally, he combines public sector leadership as City of Toronto's Manager of Information Systems with international advisory roles. His collaborations span UN/NGO delegations, the Sustainable Development Policy Institute (where he serves as Visiting Associate), Mahbub ul Haq Human Development Centre (as Research Fellow), and provincial governments in Pakistan. These engagements demonstrate applied policy implementation in water/sanitation authorities and urban development units across South Asia.
Fluent in English, Urdu/Hindi, Punjabi, French, and with limited Arabic proficiency, Dr. Shaheen leverages multilingual capabilities to facilitate cross-cultural policy dialogues. His career exemplifies the integration of academic scholarship with on-ground governance innovation in both North American municipal contexts and Global South development settings.
