Fadi Georges Comair is a Professor of Applied Hydrology and Integrated Water Resource Management at the Energy, Environment, Water and Research Centre (EEWRC) of The Cyprus Institute. He currently serves as Chairperson of the UNESCO Intergovernmental Hydrological Programme (IHP) since 2019, and previously held leadership roles including President of the Litani River Authority and Director General of Water Resources in Lebanon (1993-2021).
His educational background includes a Ph.D. in Applied Hydraulics and Energy System Engineering from Ecole Nationale des Ponts et Chaussées (ENPC) and Claude Bernard Lyon I University in France.
Prof. Comair's research focuses on Water Resource Management, Hydrology, and Transboundary Water systems. As a pioneer of Hydrodiplomacy, he developed this framework through negotiations in the Jordan River Basin, Orontus, Nile, and Tigris-Euphrates river systems, promoting Integrated Water Resource Management (IWRM) and sustainable infrastructure development across the MENA region.
His notable recognitions include:
- Water Diplomat (DWRE) certification from the American Academy of Water Resource Engineers (AAWRE)
- Membership in the Academie des Sciences d'Outre-Mer
- Membership in the Academie de l'Eau in France
Prof. Comair has led strategic initiatives including UNESCO IHP's 2022-2029 water security plan and the Union for the Mediterranean water strategy. His international leadership spans roles as Vice-President of EMWIS and President of MENBO (2009-2011), fostering basin-level partnerships across the Mediterranean.
He founded the Water-Energy Environment Research Center (WEERC) at Notre Dame University and established critical networks for transboundary water governance through decades of infrastructure project execution and policy development.
