Dr. Fethi İşsever serves as Assistant Professor and Head of the Department of Civil Engineering at Bingöl University's Faculty of Engineering and Architecture since 2014, leading both academic and administrative functions within the department.
His educational trajectory includes Bachelor's and Master's degrees in Civil Engineering from Istanbul Technical University (1998, 2002), followed by a Ph.D. from Firat University (2014) where his dissertation examined multi-mineral additive self-compacting mortars. Prior industry experience spans 14 years as a Control Engineer at Turkey's Ministry of Energy and Natural Resources.
Research focuses on advanced concrete technologies with emphasis on reactive powder concrete mechanical properties and structural applications. His work bridges materials science with practical civil engineering challenges in seismic resilience, road construction, and dam engineering. Current investigations explore viscosity characteristics and durability optimization of specialized cementitious composites.
He leads the national research project 'Production of Reactive Powder Concrete and Investigation of Its Mechanical Properties' (ongoing since 2016) while teaching core civil engineering courses including Advanced Concrete Technologies, Structural Statics, and infrastructure specialization courses. His 2016 international conference paper on steel structure seismic analysis demonstrates active scholarly contribution.
Academic service includes journal refereeing for Türk Doğa ve Fen Dergisi. As Head of Department, he oversees curriculum development and faculty operations while maintaining hands-on engagement in materials testing and structural analysis research within the Department of Building Materials division.
