Prof. Dr. Eva G. Heidbreder serves as Professor of Multilevel Governance in Europe at Otto von Guericke University Magdeburg's Faculty of Human Sciences, Institute II: Social Sciences, holding a Jean Monnet Chair granted by the European Union since 2022.
Her academic credentials include a PhD from the European University Institute in Florence, MA in Modern European Studies from the University of North London, Magister in European Studies from the University of Osnabrück, and post-graduate diploma from the Institute for Advanced Studies in Vienna.
Her research centers on effective and legitimate EU governance through public policy and administrative lenses, examining horizontal implementation networks, civil society engagement, Brexit dynamics, and electoral processes. She specializes in multilevel governance analysis, comparative federalism, and EU policy development across governmental tiers.
Her distinguished honors include:
- Jean Monnet Chair (2022-present)
- Scholar in Residence 2023 by Stiftung Europa-Kolleg-Hamburg and Chancellor Helmut Schmidt Foundation
- European University Institute Fellowship (February 2024)
As director of OVGU's BA/MA European Studies programs, she provides expert consultation to regional governments, Länder Parliaments, Bundestag, and Bundesrat. She co-leads the International Political Science Association's Research Committee on Comparative Public Policy and previously chaired the European Group for Public Administration and German Political Science Association's executive board.
Current projects investigate EU-policy coordination in member states, German Länder-level EU policymaking, and constituent politics within EU institutional frameworks. She maintains active collaborations with Europakolleg Hamburg, Villa Vigoni, Cost Action NETWORK (34+ countries), and institutions across Europe and North America.
