Erin Baggott Carter (赵雅芬) is an Associate Professor in the Department of Political Science and International Relations at the University of Southern California and holds affiliations as a Hoover Fellow at Stanford University's Hoover Institution and a non-resident scholar at the UCSD 21st Century China Center. Previously, she was a Visiting Scholar at Stanford's Center on Democracy, Development and the Rule of Law (CDDRL) during 2020-2021, and she maintains an affiliation with Stanford's Center for International Security and Cooperation (CISAC).
Dr. Carter earned her Ph.D. in Political Science from Harvard University. Her academic journey includes significant fellowships at prestigious institutions, reflecting her expertise in China studies and international relations.
Her research focuses on Chinese politics and propaganda, with particular attention to how political institutions determine propaganda strategies in authoritarian regimes. She has developed an original dataset of eight million articles in six languages drawn from state-run newspapers in nearly 70 countries. Her work examines how domestic politics influence US-China relations, arguing that China and the United States are not inevitably destined for conflict, but their domestic politics make conflict more likely. She regularly analyzes how both countries seek security by attempting to change the other from within through various influence operations.
Dr. Carter's publications demonstrate a consistent focus on authoritarian propaganda mechanisms, survey methodology in repressive regimes, and US-China strategic competition. Her work spans both theoretical contributions to understanding autocratic information control and practical analyses of contemporary geopolitical tensions between major powers.
