Enno Ruppert

Prof. Dr. Enno Ruppert is a Professor of Public Law and Public Administration at Osnabrück University of Applied Sciences. He joined the university in April 2023, bringing extensive experience in international legal cooperation and public administration. Previously, he worked with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, focusing on legal projects in Afghanistan, the Middle East, and China, including roles as a syndic attorney and project manager for Sino-German legal cooperation programs.

He holds a doctoral degree (Dr. iur.) from the University of Münster, with a thesis on 'State Immunity in Dutch Civil Proceedings.' His career includes legal practice at Hogan Lovells in Düsseldorf, legal training at Siemens AG, and diplomatic experience at the German Embassy in Dhaka, Bangladesh.

Research interests span public law, international legal frameworks, and the intersection of law and governance in development contexts. He is affiliated with organizations like the German-Dutch Lawyers' Conference and the Center for Real Estate & Organization Dynamics. Teaching focuses on public administration and legal aspects of international projects.
