Emmanuel Skoufias is a Visiting Professor at the Lee Kuan Yew School of Public Policy, National University of Singapore. He holds a B.A. from the University of California, Berkeley (1981) and a Ph.D. in Economics from the University of Minnesota (1988). His career includes roles as an Assistant Professor at Pennsylvania State University, Associate Professor at the University of Colorado Boulder, and Senior Research Fellow at IFPRI. At the World Bank (2004–2022), he led poverty and equity research across multiple regions.
His research focuses on poverty determinants, climate change impacts, social protection programs, and child nutrition. Notable works include Reducing Stunting through Multisectoral Efforts in Sub-Saharan Africa (2021) and analyses of natural disaster impacts using remote sensing data. His publications span over 65 peer-reviewed articles and two books.
Skoufias' recent work emphasizes vulnerability mapping, climate adaptation strategies, and disaster risk financing. His methodologies often integrate microdata and geospatial tools to assess welfare outcomes in developing nations.
