Emmanuel Balogun is an Associate Professor of Political Science at Skidmore College, affiliated with the Black Studies Program. He is a Visiting Fellow at Stanford University's Hoover Institution and a former Policy Advisor in the U.S. Department of State’s Bureau of African Affairs.

- Ph.D. & M.A. in Political Science and International Relations from University of Delaware
- M.A. in Political Science from Western Illinois University
- B.A. in Political Science from New England College
Research Interests focus on African agency in multilateralism, including regional organizations (ECOWAS, African Union), global health governance, peace and security frameworks, and U.S. foreign policy toward Africa. His work examines how post-colonial regions navigate non-interference norms, institutional design, and global governance reform.
Publications include Region-Building in West Africa: Convergence and Agency in ECOWAS (Routledge 2022), peer-reviewed articles in African Spectrum, Oxford Research Encyclopedia of International Studies, and African Studies Review, plus public writing in The Washington Post, Good Authority, and The Monkey Cage.
