Emilia Justyna Powell serves as Professor of Political Science at the University of Notre Dame with a concurrent appointment at the Notre Dame Law School. She has maintained a distinguished position as a Kellogg Institute faculty fellow since 2012, establishing herself as a leading scholar in international legal frameworks and their intersection with diverse legal traditions.
Professor Powell's research program centers on the complex relationship between Islamic law and international legal systems, with particular emphasis on how states from Islamic legal traditions approach international dispute resolution mechanisms. Her work reveals strategic patterns in how states select venues for resolving territorial disputes, examining why some Islamic law states embrace international adjudication while others prefer bilateral negotiations or mediation. This research bridges political science and legal studies, offering nuanced insights into the peaceful resolution of interstate conflicts.
Her scholarly output demonstrates a consistent trajectory examining how domestic legal traditions shape states' international behavior, with increasing focus on Islamic legal traditions. Recent publications analyze the strategic selection of dispute resolution mechanisms, revealing how states with Islamic legal traditions navigate international courts and tribunals. Her influential book The Peaceful Resolution of Territorial and Maritime Disputes (2023) examines the International Court of Justice and Permanent Court of Arbitration's roles in settling international disputes.
