Elizabeth H. Connors

Elizabeth H. Connors is an Adjunct Assistant Professor at the University of Maryland School of Medicine, affiliated with the Division of Child and Adolescent Psychiatry. She serves as the Director of Quality Improvement at the National Center for School Mental Health and is an Improvement Advisor for the School Mental Health Collaborative Improvement and Innovation Network. Her work focuses on enhancing access to evidence-based mental health services in schools and primary care settings.

Dr. Connors specializes in implementation science, developing strategies to integrate measurement-based care (MBC) into school mental health systems to improve treatment outcomes. Her research spans three key areas: (1) expanding access to care through school and primary care capacity building; (2) designing training frameworks for mental health clinicians, nurses, and primary care providers; and (3) promoting evidence-based assessment practices. She also investigates teleconsultation models for community-clinical integration and the implementation of school mental health programs.

Publications highlight her focus on quality improvement methodologies, implementation strategies, and evaluation research in school mental health. Key themes include evidence-based practice adoption, workforce development, telepsychiatry applications, and multi-stakeholder perspectives on service delivery. Notable collaborations include work with the Center for School Mental Health and the SHAPE System initiative.

Dr. Connors provides clinical supervision to school-based providers in Baltimore City Public Schools and has extensive experience delivering tiered mental health interventions, from universal prevention to intensive treatment services. Her clinical background includes work in pediatric hospitals, community outpatient settings, and intensive outpatient programs.
