Douglas Fleming is a Full Professor in the Faculty of Education at the University of Ottawa. With over 50 publications to his name, he specializes in ESL, citizenship education, and critical pedagogy. His research examines how social class, race, and gender intersect with second language education and citizenship conceptualization.
His educational background includes a Ph.D. in Language and Literacy Education from the University of British Columbia (2007), an M.A. in Second Language Education from OISE/University of Toronto (1997), and a B.A. in English Literature Honours from Simon Fraser University (1982). Before entering academia, he spent 20 years as an administrator and teacher in the Toronto and Surrey school districts.
Fleming's research interests focus on:
- Critical and post-structural philosophy applications to ESL teaching and research
- Development of second language policies with emphasis on equity
- Inductive approaches to language teaching
- Critical notions of citizenship in multicultural contexts

Fleming has received recognition for his work, including a New Researcher Award from the Canadian Society for Studies in Education in 2010. His research has practical applications in teacher education and professional development, particularly in his work with Chinese EFL teachers.
He has supervised graduate students including Chuan Liu and Esraa Masri, though he notes he is reluctant to accept new supervisees due to plans to retire in the near future. His teaching includes courses on social and political issues in second language research, ESL methodology, and citizenship education.
Fleming remains active in academic circles, recently presenting at international conferences including the Saar Language Council in November 2023, where he discussed "Bilingualism and Plurilingualism in Canada: Current Issues."
