Douglas Carr serves as Professor and MPA Program Director in Oakland University's Department of Political Science, concurrently directing the Public Affairs Research Laboratory (PARL). His academic leadership bridges theoretical scholarship with practical public administration applications through community-engaged research initiatives.
His research spans public finance (fiscal health, environmental/education policy impacts), spatial analysis of geographic patterns in policy implementation, and public sector information technology. Carr employs empirical methods to examine Clean Air Act regulations, higher education funding, and fiscal risk mitigation for remote work, emphasizing data-driven solutions for local governance challenges. His community-engaged approach transforms academic insights into actionable tools for municipal decision-making.
As MPA Program Director, Carr oversees graduate capstone projects including PA 6996 (Master's Project) and PA 6200 (Public Sector Information Systems Management), guiding students in applying technology solutions for nonprofits through partnerships like the Public Technology Institute. His PARL-directed projects feature direct municipal collaborations such as the City of Auburn Hills community engagement survey.
Carr leads the Public Affairs Research Laboratory where spatial analysis techniques integrate with environmental/education policy research, creating cross-disciplinary frameworks that connect Oakland University's academic resources with regional governance needs through real-world data collection and analysis.
