Donald Bruce is the Randy and Jenny Boyd Distinguished Professor at the University of Tennessee's Haslam College of Business and holds a joint appointment as Director of the Boyd Center for Business and Economic Research and Professor in the Department of Economics. He also serves as the university's Faculty Athletics Representative to the NCAA and SEC. His research focuses on tax policy's economic and behavioral impacts, including small business activity and housing, as well as state and federal policy evaluations for government agencies. Recent work includes analyses of Tennessee’s welfare programs, teacher supply-demand dynamics, and education lottery scholarship expenditures.
Education: Ph.D. (1999) and M.A. (1996) in Economics from Syracuse University; B.A. (1994) in Economics from Drew University (summa cum laude). His expertise spans applied econometrics, public finance, and taxation. He teaches courses on taxation at both graduate and undergraduate levels.
His research has been published in journals like the American Economic Journal: Economic Policy, Social Science & Medicine, and Journal of Urban Economics. He has testified before Congress on internet taxation and advised federal and state bodies on tax reform.
Grants and Advising: His Boyd Center contracts include evaluations for the Tennessee Department of Human Services, Governor’s Office of Education Policy, and Tennessee Higher Education Commission. He has advised on over 100 policy projects.
Labs/Teams: Leads the Boyd Center’s policy research unit, collaborating with state agencies and federal advisory panels.
