Dr. Coffey completed his undergraduate studies and PhD at University College Dublin, with his doctoral work focusing on Irish constitutional history in the 1930s. Prior to joining Maynooth University in 2020, he taught at the Universities of Portsmouth and Surrey in the UK and served as a Senior Research Fellow at the Max Planck Institute for European Legal History.
His research centers on public law, comparative legal history, and imperial legal history, with particular expertise in constitutional law and the constitutional history of the British Empire. Dr. Coffey's work examines the development of legal frameworks in colonial and post-colonial contexts, with special attention to Ireland's constitutional evolution and its influence on other Commonwealth nations. His scholarship explores how constitutional ideas transfer across borders and how legal systems adapt during periods of political transformation.
Analysis of Dr. Coffey's recent publications reveals a consistent focus on constitutional development in former British colonies, with particular attention to Burma, Pakistan, and Ireland. His work demonstrates how constitutional frameworks evolved during decolonization and how legal ideas transferred between jurisdictions. A recurring theme is the tension between imperial constitutional structures and emerging national identities, with particular attention to how former colonies navigated their constitutional independence while maintaining connections to British legal traditions.
Dr. Coffey's scholarly contributions have been recognized through citations by influential bodies including the House of Commons library, the Northern Ireland Assembly, the Irish Law Reform Commission, and the Committee on Legal Affairs and Human Rights of the Council of Europe. In 2022, his work on the possible suspension and expulsion of Russia from the Council of Europe was relied upon by the Sangiin, the Legislative Upper House in Japan.
As an educator, Dr. Coffey supervises graduate students working on constitutional law and legal history topics. His teaching focuses on constitutional law, administrative law, and modern legal history, with particular emphasis on the historical development of legal systems in imperial and post-imperial contexts. He has contributed to edited collections on Irish constitutional history and is co-editing a forthcoming volume on 'Legal Transfer and Legal Geography in the British Empire.'
Dr. Coffey is actively involved in the international legal history community, regularly presenting at conferences worldwide. His research connects with scholars at institutions including the Max Planck Institute, where he maintains his affiliate researcher status, and contributes to ongoing dialogues about the historical development of constitutional frameworks across the former British Empire.
