Dmitry Khodyakov is a senior sociologist and professor at the RAND School of Public Policy, specializing in expert elicitation methods, stakeholder engagement, and healthcare policy. He leads the Center for Qualitative and Mixed Methods at RAND and co-developed the ExpertLens system for large-scale online expert panels. His research focuses on Medicare programs (Advantage, Part D), healthcare quality improvement, and community-based participatory research. Khodyakov’s work has been funded by CMS, NIH, and PCORI, among others.
Education: Ph.D. in Sociology from Rutgers University.
Research Interests: Methods of expert elicitation (Delphi Method), program evaluation, healthcare organization dynamics, and ethics of stakeholder-engaged research. He has pioneered approaches like the RAND/PPMD Patient-Centeredness Method for clinical guideline development and developed the ExpertLens platform to modernize expert engagement.
Notable Contributions: Evaluated the Medicare Advantage Value-Based Insurance Design Model, led studies on Part D formulary coverage, and advanced patient-centered health policy frameworks. His work emphasizes integrating patient and community perspectives into healthcare decision-making.
