Devin Lowell is a Clinical Assistant Professor of Law at Tulane University’s Tulane Environmental Law Clinic. He joined the clinic in 2020 after practicing environmental and toxic tort litigation at a plaintiff-focused firm. His work focuses on supervising law students in litigation and regulatory environmental law matters, including appearances in federal, state, and local courts. Lowell holds a JD from Tulane Law School (cum laude, 2015) and a BA in Political Science and Journalism from the University of Kansas (2010). He also served in Americorps before law school.
His research interests include environmental justice, coastal restoration, and the intersection of regulatory frameworks with community impacts. Notable publications explore topics like Carbon Capture and Storage (CCUS) in Cancer Alley, judicial approaches to environmental justice, and Louisiana’s coastal land loss legislation. Lowell is admitted to practice in Louisiana state courts, federal courts in Louisiana, and the Fifth Circuit Court of Appeals.
He has presented on topics such as Formosa Plastics and the public trust doctrine, environmental justice strategies in Louisiana, and regulatory tools for public participation. Lowell actively contributes to legal education through supervisory roles and academic writing, emphasizing practical legal skills and ethical representation.
