Deep Gulasekaram serves as Professor of Law and Director of the Byron R. White Center at the University of Colorado Law School, where he teaches Constitutional Law and Immigration Law. His scholarly work examines constitutional protections for noncitizens and federalism dynamics in U.S. immigration policy.

Professor Gulasekaram's research centers on constitutional law and immigration law, with particular emphasis on noncitizen rights within federal systems. He has pioneered analysis of state and local immigration lawmaking through his book The New Immigration Federalism, while also exploring Second Amendment applications to immigrant populations as a framework for understanding constitutional protections. His co-authored casebook Immigration & Citizenship: Process and Policy serves as the leading academic text in U.S. law schools.
As Director of the Byron R. White Center for the Study of American Constitutional Law, he oversees constitutional scholarship initiatives. He also co-founded the World Children's Initiative, Inc., a nonprofit dedicated to improving health and educational infrastructure for children in developing regions.
