Deborah Horan is a Professor and Chair of Elementary Education and Literacy at the School of Education, Metropolitan State University of Denver. With a Ph.D. from Boston College focused on Language, Literacy & Culture and a background as a Spanish-English bilingual elementary teacher in Denver Public Schools, her career emphasizes advocacy for language minority families and equity in education. She has collaborated with Boston Public Schools on literacy programs for multilingual students and contributed to international educational initiatives.

Her research focuses on culturally relevant pedagogy, bilingual education, and literacy development for linguistically diverse learners. She led the Ithuba Writing Project, funded by USAID, to create culturally responsive educational materials for South African schools and supported Denver’s African refugee community through resource donations. Horan’s work bridges classroom practice, curriculum innovation, and social justice.
Horan has collaborated with the South African Department of Education and Denver Public Schools, integrating global and local perspectives into her scholarship. Current projects highlight her commitment to addressing systemic barriers in education, including special-education teacher shortages.
