David S. Liebschutz is a Public Service Professor at the Department of Public Administration & Policy, Rockefeller College of Public Affairs and Policy, University at Albany. He has taught courses in financial management, municipal finance, and law and public policy since 2000. Additionally, he serves as an adjunct professor of management at Siena College, where he teaches leadership and strategy, and works as a board-certified coach focused on leadership change.
- Education: JD and MPP from Duke University; BA in Economics from Yale University.
His research and professional work center on intersections of public finance, law, and policy, with a particular emphasis on municipal finance, financial market regulation, taxation, and social welfare systems. He has contributed to academic discourse through publications such as the Legal History of the New York State Budget and the book State Tax Relief for the Poor.

Mr. Liebschutz's 35-year career spans academia, state, and federal government roles, including positions at the Center for Governmental Research, the Rockefeller Institute of Government, the New York State Division of the Budget, and the U.S. Treasury Department. He also served as assistant dean for career and alumni programs at Rockefeller College (2004-09), where he developed an interdisciplinary program in financial market regulation.
