Dr. David Mitchell is an Associate Professor and Master of Public Administration Program Coordinator at the University of Central Florida (UCF) School of Public Administration, part of the College of Community Innovation and Education. He holds a Ph.D. in Political Science from Northern Illinois University, an MPA and a BA from the University of Kansas. His professional experience includes seven years in local government, serving as a city manager’s office administrator in Kansas City and Highland Park, where he managed organizational consolidation, budget analysis, and citizen engagement initiatives. His work has been nationally recognized by the ICMA and National League of Cities.
Research interests focus on public strategic management, public budgeting, and local government operations. He has contributed to studies on organizational performance management, employee engagement programs, and 311 call center implementations.
