D. Craciun is an Assistant Professor at the University of Twente within the Faculty of Behavioural, Management and Social Sciences (BMS), Department of Technology, Policy and Society, conducting research at the Center for Higher Education Policy Studies (CHEPS).

Dr. Craciun specializes in higher education policy within public policy, with complementary expertise in research design, content analysis, and conceptualization. His doctoral work pioneered computer-assisted text analysis of global higher education internationalization strategies to bridge empirical data and theoretical frameworks, establishing methodological innovation in policy analysis.
Prior to his current role, he served as a lecturer at Bard College Berlin and academic advisor for OLIve Refugee Education Initiatives in Germany, demonstrating cross-cultural student mentorship experience in non-traditional educational settings.
