Clare Leaver

Clare Leaver is a Professor of Economics and Public Policy at the Blavatnik School of Government, University of Oxford, and a Fellow of University College. She previously held an Associate Professorship in Economics at the University of Oxford's Department of Economics and was a Fellow at The Queen’s College. Her research focuses on public sector incentives, education policy, and development economics, with a particular emphasis on teacher performance and public bureaucracy effectiveness in low- and middle-income countries. She collaborates with governments such as Ghana and Rwanda on education reforms and delivery approaches.

Her work spans utility regulation in the U.S., judicial systems in England and Wales, and education systems in sub-Saharan Africa and Brazil. Key projects include studying teacher performance pay in Rwanda and Ghana's education district management. She leads initiatives like the What Works Hub for Global Education and co-directed the DeliverEd and RISE programs.

Clare teaches economics for the Master of Public Policy program and has advised on numerous education policy implementations. Her research has been published in top journals like the American Economic Review and Journal of Public Economics.

She is involved with initiatives such as the Research on Improving Systems of Education (RISE) and the DeliverEd program, focusing on scalable education reforms. Current projects include analyzing delivery approaches in Ghana and Rwanda’s teacher performance strategies.
