Torres’s research highlights systemic inequities in education, such as the effects of 'no-excuses' charter school policies on teacher turnover and disciplinary practices. His recent work examines Michigan’s educator workforce challenges, including substitute teacher labor markets and team-based teacher staffing models to improve retention. He has also studied portfolio management models and school turnaround policies, emphasizing the need for district capacity-building to ensure productive policy implementation.
His articles collectively explore themes of policy coherence, leadership decision-making, and the intersection of autonomy and equity in charter schools. Recent studies underscore the structural factors driving teacher absenteeism and the role of substitute teachers in mitigating staffing gaps.
- Awards:
- Outstanding Reviewer Award (2019, 2020) from EEPA
- AERA Division L’s Outstanding Policy Report (2021)
Torres advises on grants like the Beyond the Test project (2024–2026) and the Educator Workforce Project (2022–2025). He has held leadership roles in organizations such as the University Council for Educational Administration (UCEA) and served as editorial board member for journals like Education Administration Quarterly. His future work focuses on scalable solutions to educator shortages, particularly in marginalized communities.
