Charity Scott is an Assistant Professor at Virginia Commonwealth University's L. Douglas Wilder School of Government and Public Affairs. She earned her Ph.D. from The Ohio State University's John Glenn College of Public Affairs, an M.S. in Criminal Justice from VCU, and a B.A. in Psychology from the College of William & Mary, with prior experience as a K-12 teacher.
Her research examines K12 education policy through critical equity frameworks, analyzing systemic racial disparities, community self-determination in educational governance, and philanthropic influence on public institutions. She develops methodologies for centering marginalized voices in administrative research.
Recent publications investigate whiteness in public administration paradigms and philanthropic systems, proposing transformative equity frameworks. Earlier work analyzed volunteer management practices and organizational behavior in nonprofit contexts.
Scott contributes to equity initiatives through collaboration with VCU's Research Institute for Social Equity (RISE) and mentorship of doctoral students from underrepresented backgrounds. Her community-engaged scholarship prioritizes participatory approaches to policy analysis.
