Chang-Heum Byeon is a distinguished Professor in the Department of Public Administration at Sejong University's College of Social Sciences, where he has served since 2003 after progressing through the academic ranks from Assistant to full Professor. His career uniquely bridges academic scholarship and high-level government service, having served as Minister of Land, Infrastructure and Transport (2020-2021), President of Korean Land and Housing Corporation (2019-2020), and President of Seoul Housing and Communities Corporation (2014-2017).

Professor Byeon's research focuses on critical urban challenges facing South Korea, particularly in real estate policy, urban regeneration, and regional development. He has developed innovative approaches to public rental housing models, tenant rights protection, and development profit distribution that have influenced national policy discussions.
His recent publications reveal a consistent focus on solving Korea's urban housing challenges through evidence-based policy design. The research trajectory shows increasing attention to social equity dimensions of urban development, particularly regarding senior citizen housing, tenant protections, and distribution of development gains. Professor Byeon maintains extensive professional engagement through leadership roles in major academic societies including the Korea Planning Association (Standing Director and Chairman of Housing Welfare Research Committee), Korean Society for Policy Analysis and Evaluation, and Korean Urban Administration Association. He has served on numerous government advisory committees including the Presidential Advisory Committee on National Balance and the Real Estate Policy Committee of the Presidential Advisory Council on National Economic Affairs.
His teaching portfolio at Sejong University includes undergraduate courses in Planning Theory and graduate courses in Real Estate Law, Housing Policy Theory, and Graduation Research. He has also served as Dean of the Graduate School of Industry at Sejong University (2003-2007) and Associate Professor at the Graduate School of Urban Real Estate (2008-2009).
