Cecilia CANNON

Cecilia CANNON is a Visiting Lecturer and Lead Researcher at the Graduate Institute's Global Governance Centre, focusing on International Organizations, non-state actor influence, and migration policy. She lectures in the Master of International Development and Master of International Affairs programs. Her work bridges academic research with policy advising for governments, NGOs, and international bodies.

Her research emphasizes institutional reform of international bodies, NGO advocacy effectiveness, and migration detention practices. Notable projects include the SNSF-funded UN Reform initiative and directing the UN Summer Programme. She previously led the Global Governance Centre (until 2017) and worked with the Global Detention Project analyzing detention systems globally.

Publications span organizational governance, NGO influence measurement, and migration detention critiques. Her work often intersects policy design, normative change, and institutional accountability.
