Cathryn Costello is a Visiting Professor at the University of Oxford's Faculty of Law, with primary affiliation as Full Professor of Global Refugee and Migration Law at University College Dublin's Sutherland School of Law. Her career includes roles as Professor of Fundamental Rights at the Hertie School (2020–2023), Andrew W. Mellon Professor at Oxford’s Refugee Studies Centre (2013–2023), and Francis Reynolds Fellow & Tutor at Worcester College, Oxford (2003–2013). She is a leading scholar in international and European refugee law, migration law, and the intersection of migration with labor law.
Her research focuses on refugee recognition practices, migration governance, and legal accountability mechanisms. Key works include The Human Rights of Migrants and Refugees in European Law (2015, co-winner of the Odysseus Prize 2016) and the Oxford Handbook of International Refugee Law (2021). She leads major projects like RefMig (ERC-funded) and AFAR (Volkswagen Foundation), examining refugee mobility and algorithmic fairness in asylum processes.
Her academic contributions span 24 journal articles, 20 book chapters, and edited volumes, addressing issues like non-refoulement, EU asylum procedures, and labor rights of migrants. She has supervised 7 completed PhDs and examined over 20 doctoral theses globally. Her work is informed by collaborations with UNHCR, the Council of Europe, and the European Parliament.
Awards include the Odysseus Prize 2016. She contributes to policy through organizations like ILPA and engages in media commentary on migration crises. Her affiliations include the Oxford Human Rights Hub, Public International Law @ Oxford, and Refugee Studies Centre.
