Catherine Annis is Assistant Professor at the University of Kentucky's Martin School of Public Policy and Administration. Her research examines collaborative governance, organizational networks, and technological innovation in public administration. Funded by SSHRC and IBM, she studies referral networks, mobile governance, and public service coproduction. Previously affiliated with Syracuse University's Program for the Advancement of Research on Conflict and Collaboration.

- Accountable Care Organizations
Publications analyze barriers to e-governance, mobile application usability, and network efficiency metrics. Award-winning work includes studies of service coordination during COVID-19 and community-based evaluation frameworks.
Current projects investigate AI adoption in federal agencies and reparations as a global justice concept.
