Carolyn E. Frazier is a Clinical Professor of Law at Northwestern University's Pritzker School of Law, where she has served as a staff attorney with the Children and Family Justice Center (CFJC) since 2004. She supervises second- and third-year law students in juvenile defense cases spanning misdemeanors to first-degree murder charges, transfer proceedings, and collateral consequences litigation including criminal records expungement and removal from Illinois' sex offender registry.
Her research and practice center on juvenile justice reform, clinical legal education, and women and children's human rights advocacy. She specializes in high-stakes delinquency defense, post-conviction relief for wrongfully convicted individuals, and policy initiatives addressing systemic barriers for formerly detained youth returning to education.
Her scholarly work examines historical intersections of gender, law, and crime, notably in turn-of-the-century Chicago abortion-related murder cases.
