Carmen E. Atkins is an Assistant Clinical Professor and Director of the Immigration Clinic at St. Thomas University College of Law. She specializes in immigration law, public interest litigation, and experiential legal education, with a focus on social justice and marginalized immigrant communities.

Her research and practice span immigration law, constitutional advocacy, international human rights, and transnational legal reform. She has led impactful litigation, including restoration of the Cartagena refugee definition in Ecuador and cases before the Inter-American Court of Human Rights.
