Dr. Carmen CM Tsui is an architect and urban historian affiliated with the City University of Hong Kong. She earned her Ph.D. in architecture from the University of California, Berkeley.

Her research focuses on housing history, Chinese urbanism, and the socio-political dynamics of city planning in twentieth-century China. She explores how historical processes shaped modern urban environments and the cultural significance of urban space production.
Dr. Tsui leads three research projects funded by the Hong Kong Research Grants Council: (1) Finding a Model for Urban Living: The Origins of Public Housing in China, 1920s–1940s, which traces state-driven housing initiatives during the Nationalist era; (2) Welfare Housing Before the Shek Kip Mei Fire: A Study of Four Philanthropic Housing Organizations in Hong Kong, 1950s–1960s, examining NGO roles in pre-colonial housing; and (3) Building a Culture of Homeownership: A History of Condominiums in Hong Kong, 1950s–1980s, analyzing homeownership's impact on residential design. She also contributes to academia as a member of the editorial board of the Journal of Urban History.
