Carlos M. Chang

Carlos M. Chang, Ph.D., P.E., is an Associate Professor in the Department of Civil and Environmental Engineering at Florida International University (FIU), serving as Advisory Board Liaison. He is a globally recognized expert in infrastructure systems, specializing in pavements and bridges. His professional engineering licenses span Florida, Texas, and Perú. Dr. Chang actively leads international organizations including President of the International Society of Maintenance and Rehabilitation of Transportation Infrastructure (iSMARTi) and Chair of the International Road Federation (IRF) Asset Management Task Force.

His research focuses on sustainable infrastructure decision-making, employing methodologies like artificial intelligence, statistical analysis, and optimization. He has secured over $12 million in research funding as PI/Co-PI for 30+ projects, producing 200+ publications. Key research areas include climate adaptation for transportation infrastructure, pavement management systems, and integrating livability criteria into asset management practices.
