Carleen Zubrzycki is an Associate Professor at the University of Connecticut School of Law, teaching torts and health law courses. Her research examines the intersection of healthcare systems, torts, administrative law, democratic theory, and behavioral economics, informed by her bioethics background and extensive healthcare litigation experience at the U.S. Department of Justice.

Research Focus: Zubrzycki analyzes medical information governance as a lens for understanding healthcare system dynamics and investigates how litigation shapes corporate accountability to local communities.
Professional Experience: Prior to joining UConn, she clerked for Judge Kim Wardlaw (Ninth Circuit) and Judge Randolph Moss (D.C. District Court). At WilmerHale, she specialized in Supreme Court and appellate tort litigation, including September 11-related cases. From 2015-2019, she led federal appellate advocacy at the U.S. Department of Justice, presenting nine oral arguments on diverse issues including Medicare disputes.
