Carey Doberstein is an Associate Professor of Political Science and Undergraduate Director at the University of British Columbia (UBC), located in the Department of Political Science within the Faculty of Arts. He specializes in Canadian politics, public policy, and public administration, with a focus on governance challenges in homelessness, affordable housing, drug policy, and intergovernmental collaboration. His research explores arms-length agencies (e.g., BC Housing, Vancouver Coastal Health) to assess their performance, accountability, and politicization. He also investigates public servant behavior through experimental and survey methods, often collaborating with Étienne Charbonneau at ENAP in Montreal.
Doberstein holds a SSHRC Insight Grant (2023–2026) examining arms-length agencies in Canada. His awards include the 2020 J.E. Hodgetts Prize for Best Article in Canadian Public Administration and a 2020 Best Article Award in Policy and Society. He currently supervises PhD students Sarah Ferencz and Katelynn Kowalchuk. His teaching includes POLI 101: Government of Canada (Winter 2024–25).
Doberstein’s work spans qualitative, quantitative, and experimental methodologies. He serves as Associate Editor of Canadian Public Administration (2016–present). His research addresses multi-level governance challenges, public engagement, and the balance between bureaucratic autonomy and political accountability.
