Bryan Boling is a Senior Engineer at the RAND Corporation and a Professor of Policy Analysis at the RAND School of Public Policy. His work bridges systems engineering and policy development, focusing on national security and public infrastructure challenges.
- Education: Ph.D. and M.Sc. in Aerospace Engineering from Georgia Institute of Technology, B.S. in Mechanical Engineering from UC Berkeley.
Boling’s research spans military logistics, disaster recovery, emerging technologies, and cybersecurity. He develops decision support tools for post-disaster resilience, models large-scale combat operations, and advises on reducing fuel/water demands through technology to combat climate change. His predictive analytics work also addresses immigration trends.
Recent projects highlight trends in military technology assessment, election cybersecurity, and energy assurance frameworks. These studies emphasize systems engineering approaches to policy challenges, integrating scenario analysis, infrastructure resilience, and strategic planning.
His career began in environmental policy for civil aviation, including contributions to the Aircraft CO2 Standard and EU Emission Trading Scheme.
