Dr. Brendan Toner is an Associate Professor of Political Science in the Department of History and Political Science at Arkansas Tech University's College of Arts and Humanities, where he has served since 2013. He specializes in American government, public administration, and public law, and directs the university's Pre-Law Program. His institutional roles include Faculty Senate membership and prior service on the Institutional Scholarship Appeals Committee and departmental committees.
His educational background includes a BA from West Chester University of Pennsylvania, an MA from Virginia Polytechnic Institute and State University, and a PhD from Southern Illinois University-Carbondale. Dr. Toner's research examines policy diffusion mechanisms across U.S. states, particularly focusing on morality-based legislation (e.g., eugenic sterilization laws) and religiously targeted policies (anti-Sharia initiatives), alongside judicial civic education efforts.
His recent publications in journals like Politics and Religion and edited volumes analyze how state policies spread through institutional learning and socio-political contexts. Current teaching includes American Government, Public Administration, Legal Studies, and American Legal History courses, with special topics on Latin American Immigration and Sports & Politics.
Dr. Toner has contributed to the Arkansas Political Science Association as Public Administration Chair (2016–2017) and maintains an active research agenda centered on American legal-political institutions and policy adoption dynamics.
