Beth A. Simmons is the Andrea Mitchell University Professor at the University of Pennsylvania, holding appointments across Penn Law School, the School of Arts and Sciences, and the Wharton Business School. She specializes in international law, human rights, and global governance, with current research focusing on border governance and norm diffusion.
Her education includes a Ph.D. from Harvard University. Simmons has been recognized with the Woodrow Wilson Award and the Stein Rokkan Prize for her seminal work Mobilizing for Human Rights: International Law in Domestic Politics. She is a member of the National Academy of Sciences, the American Academy of Arts and Sciences, and the American Philosophical Society.
Simmons previously directed Harvard’s Weatherhead Center for International Affairs and served as president of the International Studies Association. She teaches international law and ethics at Penn and collaborates with the Bush School of Government and Public Service. Her editorial contributions span over a dozen journals, including the American Political Science Review and American Journal of International Law.
She has advised student Nicholas Ray (2025) and delivered the 2024 Lauterpacht Lecture in International Law at Cambridge University.
