Başak Çalı

Başak Çalı is Head of Research and Professor of International Law at the Bonavero Institute of Human Rights, University of Oxford, with affiliations at Mansfield College and the Faculty of Law. She previously founded the Centre for Fundamental Rights at the Hertie School in Berlin and holds visiting positions at the University of Copenhagen and University of Essex.

Her research focuses on authority in international law, standards of review, European human rights law, and UN human rights mechanisms. She pioneered work on bad-faith human rights violations and leads major projects funded by the German Science Council and Volkswagen Foundation.

Recent publications demonstrate sustained engagement with treaty body jurisprudence, implementation challenges, and systemic rule-of-law crises. Her work critically examines the functional alignment between human rights theory and institutional practice across diverse political contexts.

As co-founder of the European Implementation Network, she bridges academic and practitioner communities through training programs for judges, lawyers, and civil society across Council of Europe member states.
