Baodong Liu is a Professor of Political Science and Ethnic Studies at the University of Utah, holding dual appointments since 2015. He earned his PhD in Political Science from The University of New Orleans in 1999. His research focuses on urban and racial politics, voting behavior, and electoral systems, with a particular emphasis on racial dynamics and social capital's role in political participation. He has authored over 30 peer-reviewed articles and nine books, including *Political Volatility in the United States* (2023) and *The Election of Barack Obama* (2010).
Dr. Liu’s work has been recognized with numerous awards, such as the 1999 Byran Jackson Award and the 2004 Artinian Award. He has provided expert testimony in major voting rights cases, including *Allen v. Milligan*, influencing U.S. Supreme Court rulings on racial gerrymandering. His methodological contributions include founding *easystates.com*, a free data visualization tool for U.S. political analysis, and developing R-packages for statistical modeling.
Liu has held leadership roles, including Director of Graduate Studies and Interim Director of the Ethnic Studies Program. His teaching spans courses on American political behavior, justice and inequality, and Asian American experiences. He has served on boards of the National Association for Ethnic Studies and the Southern Political Science Association.
His recent grants include studies on ranked-choice voting and racially polarized voting, funded by New America and the Ford Foundation. He remains an active scholar, bridging empirical research with policy impact in electoral fairness and racial equity.
